Stiltskin Pelts are quest items dropped by Stiltskins during the quest "Stiltskin Pelter" (LW0001). After you collect 20 of them, return to Lana Westwood in the Merchant Dock in Nidaria, she will then reward you with a Stiltskin Vest.
Stiltskin Pelts also drop during the Mimicology Quest "Stiltskin Study" (CY0054), which requires the collection of 50 of the item for Cypress.
